DIASPORA, CONSOLIDATING OUR NATIONAL POTENTIAL

1. In this turbulent era defined by a clash of civilizations and hybrid warfare, it is imperative to bring together the political, financial, and intellectual potential of Armenia and the Diaspora. Our combined resources must be used to spur progress in Armenia’s economic, social, cultural, educational, and all other arenas.
2. We will forge a comprehensive agenda around the Armenia-Artsakh-Diaspora axis.
3. We will stem the tide of the anticipated wave of emigration from Armenia. We will encourage and promote immigration and repatriation.
4. We will revise legal limitations imposed on the involvement of dual nationals in Armenia’s system of governance.
5. We will restore the Diaspora’s trust in Armenia. We will preclude non-statutory uses of the financial resources of the Hayastan All-Armenian Fund.
6. We will create new mechanisms to attract financial capital from the Diaspora to Armenia and Artsakh. We will establish a new, multi-platform, pan-Armenian investment system.
7. We will create a special program aimed at attracting highly qualified Diasporan Armenian experts to Armenia. We will propose tax-related and other incentives to encourage the repatriation of these experts.
8. We will establish a state fund that will be used solely to secure the sustained assistance of leading non-Armenian scientists and scholars from around the world in Armenia’s scientific development efforts.
9. We will restore the inalienable rights of the Armenian people. We will strive to secure international recognition of the Turkish-Azerbaijani aggression against our people and the losses we have sustained.
10. We will expand efforts aimed at the universal recognition and condemnation of the Armenian Genocide; as well as efforts to secure appropriate reparations for the Armenian nation.
11. We will strengthen our national institutions. We will guarantee the special status of the Armenian Apostolic Church and safeguard its ability to fulfill its vital mission of shaping our spiritual life and preserving our national identity.
12. We will prioritize the reinstatement of the ministries of agriculture, culture, and the Diaspora.
13. We will formulate a new agenda of cooperation and dialogue between Armenia and the Diaspora. We will revise legal limitations imposed on the involvement of dual nationals in Armenia’s system of governance. We will invest in the creation of new mechanisms of cooperation.
14. We will establish a unified information and media platform that serves both Armenia and the Diaspora. The platform will be used not only to exchange reliable information, but also to promote Armenia’s positive image abroad.
15. We will make use of the Diaspora’s resources, including the assistance of prominent Diasporan Armenians, in our efforts to promote Armenia-made products. We will improve the quality of our diplomatic and consular services.
16. We will defend Armenian identity against the threats it faces with sustained, long-term projects that restore the public’s respect for our national culture. We will ensure that high-quality artistic and cultural educational programs are accessible to all, and we will collaborate with the Diaspora in these efforts.
17. In order to consolidate the pan-Armenian global potential, we will develop a comprehensive, multi-platform investment system that will preserve and grow our national wealth; capitalize on our economic, social, and environmental resources; and catalyze Armenia’s economic progress.
18. We will capitalize on the Diaspora’s potential and promote its active involvement in Armenia’s cultural life. We will support Armenian national and cultural institutions in the Diaspora.
