The meetings of the Presidents of Armenia and Azerbaijan are not considered by the Armenian side as negotiations, but on the other hand there are rumors that give the impression that the Madrid principles no longer exist. In particular, recently the press secretary of the Prime Minister of Armenia Vladimir Karapetyan gave an interview to “Sputnik of Armenia”, in which he said that neither the Armenian side, nor the Azerbaijani side, nor the mediators speak about these principles. The member of the ARF Bureau, the head of the Hay Dat Central Office of the Armenian Revolutionary Federation Dashnaktsutyun Kiro Manoyan stated this at a press conference.

According to him, Azerbaijan is trying to show that through contacts with Armenia and a decrease in tension on the contact line, it is possible to communicate without negotiating. But this cannot be continued, since it is not clear that Azerbaijan will be ready for Artsakh to return to the negotiating table or not, ”he noted.

As for the unification of Armenia and Artkha, Kiro Manoyan said that this could not be achieved immediately, therefore, it is proposed to conclude an agreement on a military-political alliance.

“We have been talking about the need to conclude this agreement for 10-12 years. Currently, its signing is more important than ever, since the statements of the prime minister that Armenia cannot negotiate instead of Artsakh should be fixed by law, ”said Manoyan.
