Dear Compatriots,

Thirty-eight years ago, in Stepanakert, an extraordinary session of the 20th convocation of the Regional Council of People’s Deputies of the Nagorno-Karabakh Autonomous Oblast was convened. Its resolutions — to remove the Nagorno-Karabakh Autonomous Oblast from the Azerbaijani SSR and incorporate it into the Armenian SSR — proved fateful for the course of the next four decades of our people’s history.

In the three decades that followed, at the cost of the lives of thousands of devoted patriots and through the heroic struggle of our entire people, we regained our dignity and identity and came close to realizing the centuries-old dream of us and our ancestors — full unity and coordinated progress with our Mother Homeland and state.

However, as a result of the adventurous “policies” of the current authorities of Armenia and their gross violations of the Constitutions of the Republic of Armenia and the Republic of Artsakh, as well as fundamental norms of international law, we not only lost what had been achieved through immense sacrifice and unimaginable struggle — including our ancestral homes — but the Armenians of Artsakh were subjected to ethnic cleansing and genocide, forced to leave Artsakh entirely.

Today, the enemy has not only occupied our native Artsakh and is issuing so-called “verdicts” based on fabricated charges against the captive military and political leadership of Artsakh and other prisoners, but is also destroying the material evidence of our spiritual heritage — holy sites, monasteries, and churches — attempting to erase the Armenian identity of Artsakh, while receiving praise and gratitude from the authorities of Armenia.

We, as the elected representatives of the people of the Republic of Artsakh, extend our congratulations to the pioneers of the 1988 national liberation struggle and to all Armenians around the world inspired by that awakening.

We bow in reverence to the families of the thousands of martyrs who sacrificed their lives throughout all stages of the liberation struggle.

WE DECLARE

In honor of our martyrs, of the millennia-old heroic history of Artsakh, and of the realization of our ancestors’ dreams, we will steadfastly preserve the unity of the people of Artsakh,
we will safeguard our millennia-old heritage,
we will rely on the determination of our people to return to our native Artsakh,
and we will exert every effort to fully realize our people’s inalienable rights to return to Artsakh and to self-determination.
