Political Presence as National Strategy

18 August 2026

By Levon Baronian

For the Armenian Revolutionary Federation, political participation in Armenia is not merely a matter of elections. It is a matter of strategic existence.

The ARF’s positions on Artsakh, Turkey, Azerbaijan, Armenian national rights, sovereignty and the future direction of the Republic place it in direct conflict with powerful forces that would prefer many of those questions removed from Armenian political life altogether. Its continued existence as a legitimate, organized and electorally active political party inside Armenia is therefore itself of national importance.

Political legitimacy matters. Parliamentary representation matters. Participation in elections matters. The capacity to enter coalitions, exercise governmental authority, influence legislation and mobilize citizens through lawful political structures matters. These are not simply instruments for winning office. They are mechanisms that keep a political movement inside the constitutional life of the state and make it considerably harder to marginalize, delegitimize or ultimately suppress.

This is especially important for a party like the ARF. Stripped of its political standing, it would be far easier for hostile interests to caricature it as a relic of the past, a revanchist movement, or even an extremist organization standing in the way of some supposedly inevitable regional settlement. Remaining deeply rooted in Armenia’s electoral and institutional life is therefore not only about advancing the ARF program. It is also about protecting the political legitimacy of the ideas that program represents.

The history of independent Armenia reinforces the point. Since 1991, parties and movements have repeatedly appeared around presidents, personalities and temporary political circumstances, only to weaken or disappear. The ARF structure in Armenia has endured through prohibition, electoral defeats, participation in government, opposition and national crises. That continuity was built through decades of organization and sacrifice and should never be treated lightly.

Nor has that presence been without consequence simply because the ARF has not dominated government. Political history is not shaped only by the party holding the prime minister’s office. Durable opposition parties influence the boundaries of national debate. Through its continued presence, the ARF has helped keep Artsakh, Armenian-Turkish relations, national security, Diaspora-state relations, social justice and questions of historical and national rights firmly within Armenia’s political discourse.

Artsakh itself offers the clearest lesson. Its survival for decades depended upon organized political will, military sacrifice, state institutions, international advocacy and political structures capable of converting national conviction into action. The ARF was part of that architecture. One can reasonably ask how much earlier Armenian positions might have eroded had such organized forces simply withdrawn from the political arena.

Today, when the ARF structure in Armenia and other opposition forces operate under intense political pressure, maintaining that presence becomes more important, not less. A political institution protects its future by remaining organized, lawful, public and relevant.

The proper course is therefore persistence combined with renewal: stronger organization, better leadership, broader public outreach, intelligent alliances and serious participation in every political arena available.

The ARF’s permanence has never been valuable simply because it survived.

Its value has been that it remained capable of acting.
