Social and Legal Challenges Facing Those Displaced from Artsakh Require Consistent Solutions
01 September 2026
On August 31, ARF Bureau member and Armenian National Assembly deputy Lilit Galstyan participated in a discussion devoted to challenges in law enforcement practices concerning the status and exercise of social rights of people forcibly displaced from Artsakh. The discussion was organized by the NGO Protection of Rights Without Borders.
ARF Bureau member and Armenia Alliance parliamentary faction deputy Lilit Galstyan stated in particular:
“In reality, our compatriots forcibly displaced from Artsakh face numerous social and legal challenges. Some of these fall within the scope of legislative regulations, while there are also many problems related to arbitrary treatment, access to legal assistance, and law enforcement practices.
The range of issues is quite broad. Nevertheless, through consistent work, most of them can be resolved.
Of course, never, never will any amount of social or legal assistance ease the pain of a lost homeland. But we will work with the NGO sector, the legal community, and other interested organizations to resolve these issues to the greatest extent possible.
The National Assembly Standing Committee on Protection of Human Rights and Public Affairs is prepared to discuss these issues, identify gaps in the law, and defend the rights of our compatriots.”
